The Moroccan Cell against “the Forum for the Future” (CeMaCoFA) Hold a protest sit-in against the “Forum for the future” in front of the congress palace in Marrakech (Avenue Mohammed VI/ former Avenue of France) on Monday, November 2, 2009 from 17 h to 18 h And appeal for the boycott of the “parallel civil society forum” in Casablanca. All together to face up to the American project "the Forum for the future" During its meeting on Thursday, October 28, 2009 at the headquarters of the Moroccan Association for Human Rights, the National Secretariat of the "Moroccan Cell against the" Forum for the Future "(CeMaCoFA) after considering the circumstances and conditions that led to organize in Morocco the "Forum for the Future" 6th annual to be held on November 2-3, 2009 in Marrakech with the participation of the G8 states’ ministers of foreign affairs, of economy and trade, under the direction of the United States of America with those of North Africa and the Greater Middle East states: 1. Reminds that the Moroccan cell against “the Forum for the Future”(CeMaCoFA) was founded in November 2004 by national representatives of political and human rights organizations, unions, associations at the holding of the first annual of the Forum for the Future in Rabat in December 2004. The Cell called with great success up many activities against the "Forum for the Future." It has also been opposed to holding the four Forum for the Future annuals in Bahrain, Jordan, Yemen and United Arab Emirates. 2. Calls to mind that CeMaCoFA is flatly opposed to any organization of the so-called Forum for the future because it represents the political side of military aggression perpetually perpetrated by the Americano-Zionist imperialism against Iraq, Palestine, Lebanon and elsewhere in other countries in the world. The aim of the so-called forum is to normalize with the imperialist occupation of Iraq and Afghanistan and with the Zionist colonialism in Palestine in return for unimportant economic reforms and a discourse concerning partial democratic reforms dictated from outside as an alternative to the right of peoples to political, economic, social and cultural self-determination. 3. Reaffirms that the building of democracy and the human rights entrenchment which are essential necessities for countries in the region are primarily the own affair of their peoples and their democratic forces supported by democratic forces around the world. 4. Reiterates its rejection of the principle of the holding of the forum for the future because it is a kind of colonial meeting whose designs tend to the peoples of the region domestication. 5. Addresses his appeal to all the main forces in the region, targeted by the U.S. initiative, to express, through all the legal forms, their denunciation and opposition to this colonial initiative and their refusal of any kind of direct or indirect participation in the work of the so-called Forum for the Future. 6. Calls upon the civil society organizations in Morocco, in the Greater Middle East and North Africa to reject any participation in "the preparatory meeting of the Forum for the Future" held in Casablanca. 7. Calls for the massive participation in the protest sit-in protest against the so-called Forum for the Future to be organized Monday, November 2, 2009 from 5 to 6 pm in Marrakech before the Place of congress in Boulevard Mohammed VI ex-boulevard of France. Cellule Marocaine Contre le «Forum de l'Avenir» CeMaCoFAِِ

Organise un sit-in de protestation contre « le Forum pour l’avenir » en face du Palais des congrès à Marrakech (Boulevard Mohammed VI / ex-Boulevard de France) le lundi 2 novembre 2009 de 17 heures à 18 heures et appelle au boycott du « Forum parallèle de la société civile » à Casablanca.

Ensemble pour faire face au projet américain "le forum de l'avenir"

Réuni le jeudi 28 octobre 2009 au siège central de l’Association Marocaine des Droits Humains, le Secrétariat national de la « Cellule Marocaine Contre « le Forum pour l’Avenir » (CeMaCoFA), après avoir étudié les circonstances et les conditions ayant conduit à l’organisation au Maroc de la 6^e édition du « Forum pour l’avenir » qui se tiendra les 2 et 3 novembre 2009 à Marrakech avec la participation des ministres des affaires étrangères, de l’économie et du commerce des Etats du G8 sous la direction des Etats-Unis d’Amérique et des Etats de l’Afrique du Nord et du Grand Moyen-Orient :

1.Rappelle que «la Cellule Marocaine Contre ‘‘le Forum pour l’Avenir’’» (CeMaCoFA) est fondée en novembre 2004 par les représentants d’organismes politiques, syndicaux, associatifs et de droits humains nationaux à l’occasion de la tenue de la 1^re édition du Forum pour l’avenir en décembre 2004 à Rabat. La Cellule a organisé avec grand succès alors plusieurs activités contre « le Forum pour l’avenir ». Elle a, de même, été opposée à la tenue des quatre éditions du « Forum pour l’avenir » à Bahreïn, en Jordanie, au Yémen et aux Emirats arabes unis.

2.Rappelle qu’elle s’oppose catégoriquement à toute organisation dudit Forum pour l’avenir du fait qu’il ne représente que le coté politique de l’agression militaire qu’a exercé l’impérialisme américano-sioniste et qui continue à le faire en Irak, en Palestine, au Liban et ailleurs dans d’autres contrées du monde. Ledit Forum a pour objectif la normalisation avec l’occupation impérialiste de l’Irak, de l’Afghanistan et avec le colonialisme sioniste de la Palestine avec en contrepartie des réformes économiques sans importance et un discours concernant des réformes démocratiques partielles dictées de l’extérieur comme alternative au droit des peuples à leur autodétermination politique, économique, sociale et culturelle.

3.Réaffirme que l’édification de la démocratie et l’enracinement des droits humains, des nécessités incontournables pour les pays de la région, sont avant tout l’œuvre de leurs peuples et de leurs forces démocratiques soutenus par les forces démocratiques à l’échelle internationale.

4.Renouvelle son refus au principe de la tenue dudit Forum pour l’avenir du fait qu’il constitue une rencontre de nature coloniale dont les desseins sont la domestication des peuples de la région.

5.Adresse son appel à toutes les forces vives de la région ciblée par l’initiative américaine pour exprimer, moyennant toutes les formes légales, leur dénonciation et leur opposition à cette initiative coloniale et leur refus de toute sorte de participation directe ou indirecte dans les travaux dudit forum pour l’avenir.

6.Appelle les organisations de la société civile au Maroc, dans la région du Grand Moyen-Orient et de l’Afrique du Nord à refuser toute participation à « la réunion préparatoire du Forum pour l’avenir » organisée à Casablanca.

7.Invite à la participation massive au sit-in de protestation contre ledit Forum pour l’avenir qu’elle organisera le lundi 2 novembre 2009 de 17 h à 18 h à Marrakech devant le Palais des congrès sis boulevard Mohammed VI ex-boulevard de France.

الخلية المغربية لمناهضة منتدى المستقبل تنظم وقفة احتجاجية ضد"منتدى المستقبل"، أمام قصر المؤتمرات بمراكش )شارع محمد السادس / فرنسا سابقا)، يوم الاثنين 2 نونبر 2009 من الخامسة إلى السادسة مساء (de 17 h à 18h) وتدعو إلى مقاطعة "منتدى المجتمع المدني الموازي" بالدار البيضاء جميعا من أجل مناهضة المشروع الأمريكي " منتدى المستقبل" إن السكرتارية الوطنية لـ »الخلية المغربية لمناهضة "منتدى المستقبل"« (CeMaCoFA)، المجتمعة بالمقر المركزي للجمعية المغربية لحقوق الإنسان يوم الخميس 28 أكتوبر 2009، بعد تدارسها لحيثيات وظروف استضافة المغرب لـ"منتدى المستقبل" في دورته السادسة والذي سينعقد يومي 2 و3 نونبر 2009 بمراكش بمشاركة وزراء الخارجية والاقتصاد والتجارة لدول مجموعة الثمانية G8 بزعامة الولايات المتحدة الأمريكية، إضافة إلى دول منطقة شمال إفريقيا والشرق الأوسط الكبير: 1- تذكر أن »الخلية المغربية لمناهضة "منتدى المستقبل"« (CeMaCoFA)، قد تم تأسيسها في نونبر 2004 من طرف ممثلي عدد من الهيئات الوطنية السياسية والنقابية والحقوقية والجمعوية وذلك بمناسبة انعقاد منتدى المستقبل في دورته الأولى بالرباط في دجنبر 2004، حيث نظمت آنذاك الخلية عدة أنشطة ناجحة مناهضة لـ "منتدى المستقبل"، كما عبرت الخلية عن رفضها لعقد "منتدى المستقبل" في دوراته الأربع اللاحقة بكل من البحرين والأردن واليمن والإمارات العربية المتحدة. 2- تذكر بموقفها الرافض بشكل قاطع لتنظيم ما يسمى بـ"منتدى المستقبل" لكونه لا يمثل إلا الوجه السياسي للعدوان العسكري الذي مارسته وتمارسه الإمبريالية الأمريكية ـ الصهيونية في العراق وفلسطين ولبنان وغيرهما من بقاع العالم.. كما أنه يهدف إلى التطبيع مع الاحتلال الإمبريالي للعراق وأفغانستان ومع الاستعمار الصهيوني لفلسطين مقابل إصلاحات اقتصادية لا جدوى لها وحديث عن إصلاحات ديمقراطية جزئية مملاة من الخارج كبديل لحق الشعوب في تقرير مصيرها السياسي والاقتصادي والاجتماعي والثقافي. 3- تؤكد أن البناء الديمقراطي وترسيخ حقوق الإنسان، الذي أصبح ضرورة ملحة ولا مفر منها بالنسبة لبلدان المنطقة، تظل أولا وقبل كل شيء من صنع شعوبها وقواها الديمقراطية مدعمة من طرف القوى الديمقراطية عبر العالم. 4- تجدد رفضها لمبدأ عقد ما يسمى بمنتدى المستقبل باعتباره ملتقى استعماريا هدفه تدجين شعوب المنطقة. 5- توجه نداءها لكافة القوى الحية بالمنطقة المستهدفة من طرف المبادرة الأمريكية للتعبير بكافة الأشكال المشروعة عن معارضتها واستنكارها لهذه المبادرة الاستعمارية، ولرفضها أي نوع من أنواع المشاركة المباشرة وغير المباشرة في أشغال ما يسمي بمنتدى المستقبل. 6- تناشد منظمات المجتمع المدني بالمغرب وبمنطقة الشرق الأوسط الكبير وشمال إفريقيا إلى رفض المشاركة في "الاجتماع الإعدادي لمنتدى المستقبل" المنظم بالدار البيضاء. 7- تدعو للمشاركة في الوقفة الاحتجاجية المناهضة لما يسمى بمنتدى المستقبل، التي ستنظمها بمراكش أمام قصر المؤتمرات الكائن بشارع محمد السادس فرنسا سابقا) وذلك يوم الاثنين 2 نونبر 2009 ابتداء من الساعة الخامسة بعد الزوال (17h) إلى الساعة السادسة مساء (18h). الخلية المغربية لمناهضة "منتدى المستقبل" الرباط في 29 نونبر 2009

La préservation de la mémoire : un levier du développement territorial, l’ancien centre de détention d’Agdz comme exemple

Argumentaire

On ne peut avoir un développement territorial durable sans la préservation de la mémoire collective et le respect des droits de l’homme.

Partant de cette vérité, l’Institut National d’Aménagement et d’Urbanisme (INAU) organise en collaboration avec le Groupe BNOUHACHEM et avec le soutien du Conseil Consultatif des Droits de l’Homme et du Centre International de

la Justice Transitionnelle

, une journée scientifique sous le thème :

« La préservation de la mémoire : un levier du développement territorial, l’ancien centre de détention d’Agdz comme exemple ».

L’INAU à travers l’organisation de cette journée scientifique vise à contribuer au débat sur la conversion ou la transformation des centres de disparition forcée ou de détention arbitraire en centres destinés à promouvoir le développement territorial et à diffuser la culture des Droits de l'Homme et de la citoyenneté participative, ce qui favorise la préservation de la mémoire collective vive et épanouie.

Rappelons que le Ksar d’Agdz, objet de cette journée d’étude, fut construit sous le Protectorat en 1946. Casbah en pisé, elle fut l’une des anciennes résidences secondaires de Hadj T’hami El Glaoui, le tout puissant Pacha de l’époque coloniale.

Suite à la disgrâce du Pacha, son patrimoine fut réquisitionné par les autorités de l’après-indépendance.

Transformé en centre de détention, il était devenu, au lieu de monument représentant le patrimoine culturel de l’humanité, l’un des symboles de la disparition forcée au Maroc des années dites de plomb. Arraché ainsi à son milieu naturel et rebaptisé Sijn al Had, ce joyau du patrimoine culturel et architectural présaharien fut transformé, en bagne de disparition forcée. Cette transformation contre nature affecta les populations et noircit l’ensemble du décor idyllique et enchanteur de la région.

Par ailleurs, cette manifestation permettra aux experts internationaux et nationaux, professeurs universitaires, militants associatifs et différents acteurs intervenant dans le domaine des Droits de l’Homme de partager leurs expériences et de réfléchir ensemble aux moyens les mieux indiqués pour participer à la préservation de la mémoire collective et d’en faire un moteur de développement territorial durable.

Les interventions et les débats vont porter sur deux principaux axes :

Axe 1 : Territoire et droits humains

Axe 2 : Centre de préservation de la mémoire : faisabilité et durabilité

Communiqué

In solidarity with the 850 SMESI workers suspended from work,
the MAHR is organizing a caravan of solidarity towards Khouribga

The Moroccan Association for Human Rights (MAHR) followed with concern at both local and central levels the file developments of the 850 SMESI society employees who worked permanently since 2001 in this society belonging to the OCP Group.

In consequence of the suspension of all workers and their deprivation of their livelihood, their families, including their school-aged children, are reduced to degradation.

Though all Khouribga MAHR section efforts in cooperation with Moroccan Union of Workers trade union (UMT) leading the workers at the local level, and in spite of the great workers struggles, their sacrifices, and the MAHR Central office correspondences addressed to the Prime Minister, the Minister of Employment, the Minister of Energy and Mines and to OCP Director General, officials continued to ignore the workers claims which are mostly:

- The return to work of all suspended employees.
- Respect of liberties and trade union rights and the opening of a serious and responsible dialogue with workers delegates.
- The satisfaction of workers legitimate claims.

Taking into consideration the foregoing and the necessity of rescuing 850 families from a real social degradation, the MAHR central Office decided in cooperation with the local MAHR section to organize, on Sunday, September 13, 2009, a caravan towards Khouribga in solidarity with SMESI workers and their families under the slogan:

“No to the workers and their families degradation:
Total solidarity for the 850 SMESI workers legitimate rights”

The various components of the caravan leaving from different regions of Morocco will arrive at 01 pm in Khouribga.

The militant activities planned – in which will take part the caravan members, SMESI workers and their families, their trade-union and the citizens of the region who support their struggle - will finish at around 4.00 pm.

Considering the importance of solidarity to impose the SMESI employees return to work, the respect of their rights and the rescue of the 850 concerned families, the MAHR central Office called upon all democratic forces - political, trade union, human rights defenders, youth and women forces and various democratic associations - to participate in the caravan towards Khouribga and to activities planned for this opportunity in order to the success of this noble solidarity act.

He also calls upon the OCP Director General and the concerned authorities to open an urgent sincere and fruitful dialogue with workers delegates to put an end to the terrible social consequences of this conflict.
